To obtain the Spellfrost Bolt rune, venture to the outskirts of Zul’Gurub within Stranglethorn Vale. 
You'll need to kill Skullsplitter Mystics (~ level 40 mobs) until one drops <a href="https://www.wowhead.com/classic/item=213127/spell-notes-pelfrb-stollots" target="_blank" style={{color: "#1eff00"}} rel="nofollow">Spell Notes: PELFRB STOLLOTS</a>.

Upon obtaining the spell notes, use a Comprehension Charm to decipher them to learn the new rune. Comprehension charms can be purchased at Reagent Vendors around Azeroth.
